Lake Sacajawea remains stagnant as drainage experiment continues

Just as Longview city staff expected, Lake Sacajawea turned brown and stagnant this summer because the city isn’t flushing the lake with river water.

The cause is a harmless algae bloom combined with iron oxide that’s naturally occurring in groundwater seeping into the lake, according to Longview Public Works Director Jeff Cameron.

If the city pumps fresh river water into the lake now, it will ruin a $171,000 experiment that, if successful, could save Longview almost $1 million in lake water quality maintenance costs in 2013.

Two months into the one-year lake drawdown test, the results aren’t promising, but it’s too soon to draw conclusions yet, city officials say.

"It’s important that we complete this study and see if this option is feasible," Mayor Kurt Anagnostou said during a council workshop Tuesday.

Engineers from Gibbs & Olson, Inc., are examining whether they can keep the lake from stagnating by inducing a higher flow of groundwater into it through its sides and bottom. They’re doing this by rapidly lowering the lake’s water level by several inches through an outflow pipe at the south end of the lake near St. John Medical Center.

The premise is based on engineers’ observations after the lake was dredged in 1985. Back then, about 6 million gallons of water were pumped out daily. The only source of makeup water was from groundwater inflow — and the lake’s water clarity improved significantly.

City staff wondered if this could this be a cheaper solution to maintaining the water quality during the summer. However, the cost will soar after October 2012, when the new Mint Farm Water Treatment Plant is fully online and the Fisher’s Lane treatment plant that draws water from the Cowlitz River is shut down.

Adopting the drawdown flushing method would cost $50,000 the first year (for new inflow and outflow gates at the north and south ends of the lake). After that, maintenance and operations would cost roughly $5,000 a year.
