The Summerville mayor says he doesn't think fines will be involved in the newly enacted smoking ban.

Mayor Bill Collins said the smoking ban that took effect Tuesday will mostly likely be enforced by restaurants and merchants in the city.

"What you'll see happen most of the time is that somebody lights up in a restaurant and they're not supposed to. Somebody will complain and the manager will go to them and say this is a smoke free place," Collins said. "And hopefully they'll comply and get up and leave. I don't see there being any fines. I think this will be self-policing."

The ban affects all indoor places of employment. Smoking in bars and restaurants will also no longer be allowed. Collins says he's heard nothing but good results so far, but acknowledges that some people are frustrated by the ban.

"Some people fear that maybe folks will leave their establishments and go out in the county if they want to smoke. I don't know that's going to happen," Collins said.

There are some exceptions to the rule. Hotel rooms for smokers, tobacco stores and cigar bars will still be allowed to accommodate smokers.

"I think it's a done deal and I think our restaurants and merchants are accepting that. It's going to be good for people's health," Collins said.

The mayor went onto say that he is concerned with telling what businesses can and cannot do.

"In New York City, I think there are some places that can't serve food that contains transfats. I don't know whether we're going to get into that sort of stuff," Collins. "I think you've got be cautious with that. But the smoking ban is a different issue. And it's a done deal and we're going to live with it."

In our current economy, everyone knows that job creation is the number one priority to support our families and our quality of life. Our government needs our jobs so they can raise additional revenue, which keeps our taxes low and helps them maintain a level of service we expect.
We in Charleston are fortunate to have a new business in town that provides not only much needed jobs and new taxes, but they bring joy to their customers. That is good for Charleston. It reinforces our number one industry, tourism. My family and I recently embarked on a Carnival Cruise from Charleston to Bermuda. It was delightful. It was wonderful. We met scores of people who were introduced to Charleston by the cruise. They want to come back. Four families have booked cruises based on our experience and recommendation. If you haven’t gone on a Carnival Cruise from Charleston, you should do it. My children said they liked it better than a trip to Disneyworld.
Right now, Carnival Cruise Lines is under siege from the Coastal Conservation League (CCL) and Nimby’s (Not in my backyard) who don’t want to share the Glory of Charleston, wanting to keep it just to them. They continuously support policies, under the guise of protecting our environment, that oppose new roads, housing and jobs. This means higher taxes and unemployment for you and big donations to the CCL. These policies are aimed at making this region undesirable. This approach is targeted straight at the middle class and reeks of snobbery, and does not fit with Charleston’s rich history as a blue collar port city and reputation as the most polite city in America.
Ansonborough is named after Lord George Anson, Lord of the Admiralty and the third Englishman to circumnavigate the earth. He originally came to Charleston to protect free trade from pirates. Isn’t it ironic that a few of the residents of his namesake borough would seek to disrupt the much-needed commerce that Carnival delivers from the Port of Charleston? If he were alive today, I think Lord Anson would be writing a similar letter in support of Carnival.
