Small cuts fit into big picture of Houston-area entities' budgeting

A few money-saving tips for offices

Trim shipping and postage costs by faxing, e-mailing or using social networking and web-posting whenever possible.

Quit buying disposable coffee cups. Instead encourage mugs be brought to the office from home.

Limit the amount of paper used in printers by asking if "hard copy" is really necessary. When it is, print on both sides of the paper whenever possible.

Turn off the lights when the office is not in use and install timers to make sure this happens.

Consider switching to incandescent bulbs, which will save money in the long run.

Seal leaks around doors and windows to cut down on the cost of air-conditioning and heating.

Maybe, it is the little things that count, even when it comes to budgets. Nonetheless, there are some Harris County employees who long for the good old days when they still had paper towels to dry their hands.

“At first, I was just miserable, but I’ve gotten used to it,” said Joe Stinebaker, spokesman for County Judge Ed Emmett, of an effort to cut down on the cost of paper towels by installing automatic hand-blowers at administration building. “Definitely, folks were complaining and bringing along some napkins from the break room to dry on.”

While this sort of cost-cutting move may sound as if the accounting department has become a little overzealous in recent months, such seemingly insignificant efforts are becoming more common among public entities – often paying surprising dividends. In the case of the county’s downtown facilities alone, $11,000 a year will be saved by this particular change.

Not to be outdone, the city of Houston found that “rethinking” the use of paper products alone has cut roughly $39,000 from the cost of maintaining City Hall, the jail and most of the public libraries for fiscal 2011.

Steve Girardi, chief of operations of the General Services Department, points to the city’s own decision on paper towels – in this case, a transition from traditional towel racks to the motion-sensitive variety, which yield a single sheet with the wave of a hand.

“We’ve found that it’s really the little things that add up,” he said. “Towels from the multisheet rolls fall out on the floor when people only want just one or two to begin with. Then you have people take a few sheets with them for later.”

While several entities and their department heads have initiated other cuts that might have seemed trivial, even laughable in more prosperous times, moves to reduce mailing costs by using more emails and faxes, and efforts to quit providing disposable cups in favor of a “bring-your-own” policies have also begun to take hold.
