Redistricting panel drops San Francisco from Marin legislative districts
A plan to lump Marin County in a legislative district that includes San Francisco has been dumped by a citizens committee redrawing political boundaries.
Vince Barabba, a member of the California's Citizens Redistricting Commission, a 14-member, nonpartisan panel established by voters to redraw legislative districts, told the Independent Journal the panel tossed out a proposal that included a slice of north San Francisco in a district with Marin.
"That's no longer a visualization," he said, referring to maps of various proposals to redraw Assembly, Senate and congressional boundaries.
Still in the mix, he added, are plans to keep Marin in congressional and assembly districts that include a chunk of Southern Sonoma County as they now do, and congressional and senate districts that extend up the coast to the Oregon border -- but do not include any part of San Francisco, as the Senate seat now does.
A final map should be ready by July 28, he added.
His commentary came Tuesday as county supervisors renewed support of Marin districts that include Sonoma County -- but not San Francisco. The board voted 3-0 to send a letter to the commission saying the county "has more in common with Sonoma County than it ever will have with San Francisco" or Napa counties. Supervisors Hal Brown and Susan Adams were absent.
Sending that message to the panel hit a roadblock last month, before Kate Sears was seated and when Adams
was present.
"We are not an urban county," Supervisor Steve Kinsey said then. "We have more in character with Sonoma than San Francisco." Adams, a congressional candidate, wasn't as certain. "We also relate to San Francisco and our East Bay counties," she said.
At the time, Adams said California voters set up the commission to keep politicians out of the redistricting process, and as a result, county supervisors should take a back seat. She later appeared before the commission to note Marin has much in common with Sonoma.

Manufacturing activity continued to expand, and several districts have reported earnings of production or new orders across a wide range of industries. The only exceptions were the districts of Philadelphia and Richmond, where activity softened compared to the previous period. Exports have boosted manufacturing activity according to contacts in the Cleveland, Chicago, and Kansas City Districts. Producers of semiconductors and other high-tech equipment have experienced continued growth in sales in the Boston, Dallas and San Francisco districts. Auto production rose sharply in the districts of Cleveland and Chicago.Metal producers in the Chicago District reported that sales were strongest in September year-to-date, while contacts in the Minneapolis, Dallas and San Francisco districts have seen only modest gains. Steel deliveries in the district of Cleveland continued to be supported by demand from industries of equipment related to energy, automotive, and heavy. Food processors in the districts of Philadelphia and Dallas noted strong demand for their products, while a few contacts in the St. Louis and Minneapolis Districts reported plans to expand existing operations.
Refiners in the Dallas and San Francisco Districts noted a slowdown in activity and rising inventories. Demand for construction-related products remained weak, and reports on activity in the wood products and furniture manufacturing industries were mixed.
Hiring at manufacturing firms remained sluggish. Inventories were generally light or in line with orders. Future capital spending plans appeared to be limited, except for in the St. Louis District where several manufacturers reported plans to build new plants or expand operations. Manufacturers’ assessments of future factory activity were optimistic in the , Philadelphia, Chicago, and Kansas City Districts, where contacts expect business conditions to remain positive or to improve in coming months.
Nonfinancial Services
Activity was stable to modestly increasing for most professional and nonfinancial services. Demand for information technology (IT) services remained solid. IT firms in the San Francisco District noted recent growth was spurred by business investment to enhance production efficiency.In the district of Minneapolis companies noted strong demand for IT services for corporate clients.
The activity was slightly improved accounting, boosted by merger and acquisition work. Contacts in the districts of Boston and Dallas noted increased activity of the Board since the last report. Healthcare Consulting picked that companies have responded to regulatory changes following the reform of health care. Evaluation societies and the title continued strength during the period, and there have been few reports of architecture firms that activity had picked up.
